LOS ANGELES–The Los Angeles Unifed School District issued its official response last week to a someshat critical grand jury report on its implementation of Proposition 227.

Prop. 227 requires that English learners must be educated through “sheltered English immersion,” meaning that only a minimum amount of native language instruction should be used, just enough to keep English learners from academically falling behind.

The district developed several models to teach English, and the panel criticized Model B, which combines primary English instruction with some native language to teach reading, science, social studies, and math. The grand jury recommended that Model B be immediately discontinued. It also said that the district should immediately acquire approved English textbooks and other instructional materials and discourage parents from requesting waivers from the “English-only” programs.

The district is to discuss the report and recommendations of the grand jury with the Board of Education as soon as possible.
