Outrageous Bilingual Blackmail Friday, October 9, 1999 In the most outrageous action taken following the passage of Prop. 227, the Los Angeles Unified School District has decided to refuse to teaching reading or even possibly the full alphabet to young immigrant children unless their parents request bilingual instruction.
