This referendum directs UTLA to endorse the statewide "English for the Children" initiative. The passage of the "English for the Children" initiative would shift the focus of programs for English learners away from native language instruction to sheltered English immersion. UTLA would continue to endorse current levels of K-12 educational funding. This referendum would further direct UTLA to offer the same degree of support to the "English for the Children" initiative as it would any other UTLA sponsored initiative. The vote will be conducted by U.S. mail, and if this referendum passes by a majority vote of the UTLA voting members, this referendum shall become policy of UTLA according to Article IX of the UTLA constitution.
